Non-Partisan Redistricting

Legislative districts exist to ensure that voters have roughly equivalent representation in government for their region. The purpose of a census every 10 years is to determine how many people live in those regions so that districts can maintain equivalentrepresentation. If I were governor of Texas, and the president of the United States asked me to interrupt a special session intended to address emergency flood response to instead redraw 5-year-old legislative districts favorable to the president, my answer would no.
