Non-Partisan Redistricting
Legislative districts exist to ensure voters have roughly equivalent representation fortheir region in government. The purpose of a census every 10 years is to determinehow many people live in those regions so that districts can maintain equivalentrepresentation. If I was governor of Texas, and the president of the United States asked me to interrupta special session intended to address emergency response to floods to instead redraw5 year old legislative districts favorable to the president, my answer is no.
